Process of case for pay scales of teachers and Move over
The pay of all government civil servants is governed by the Basic Pay Scales (BPS)
system. There is no separate pay structure for teachers. According to the civil service appointment rules, a person with ten years of education and age which falls in the permissible age limit of employment (18-25years), can be appointed as a primary teacher on BPS 9 (BPS 7 in case of NWFP).
Teacher incremental salary increases are quite nominal. Figure  show the increase
in the salary of primary school teachers without any promotion (see  figure
1 & figure II) for salary comparisons of teachers with one promotion and with two
Promotions over last ten years). Generally, promotion is dependent on acquisition of
additional qualifications. Thus, a primary school teacher with long years of teaching
experience is unlikely to be promoted until he or she has acquired additional
qualifications. This can become a disincentive for long serving primary school
teachers who have a wealth of experience but lack further professional qualification to gain promotion

Revision of Basic pay scales, Allowances and pension-2007 of civil Employees of Punjab Government (Bs-1-22)

Part I.Basic Pay scales:-

The revised Basic pay scales, 2005 shall replace the existing Basic pay scales, 2001as shown in annexure.

 Fixation of pay of the Existing employees


a-      The basic pay of an employee in service on 30-06-2007 shall be fixed in the revised Basic pay scale on point to point basic i.e. at the stage corresponding to that occupied by him above the minimum of 2005 Basic pay scales.
b-     The corresponding stage for fixation of basic pay in the aforesaid manner in respect of an employee whose pay was fixed beyond the maximum of the relevant scales as a result of discontinuation of move over policy under the 2005 Basic pay scales scheme shall be determined on national extension basis i.e. by treating the amount of personal pay drawn by him on 30th, June, 2007. as part of his basic pay scale and the amount beyond the maximum of the prescribed stage in the revised Basic pay scales, shall be allowed as personal pay.

Annual Increment:

Annual increment shall continue to be admissible subject to the existing conditions, on 1st of December each year. However, the first annual increment of existing employees in Basic pay scales, in which their pay is fixed on 01-07-2007, shall accrue on the 1st December, 2007.

Part II:       Allowances:

Special additional allowances:
Special additional allowances shall continue to be admissible at frozen level on existing conditions.
 Special Relief allowance and Adhoc Relief:
Special Relief allowance and Adhoc Relief sanctioned with effect from 01-07-2005 and 01-07-2007 respectively shall stand frozen at the level of their admissibility as on 30-06-2007 and the amount shall continue to be admissible to the entitled recipients till further orders but it will cease to be admissible to new entrants joining Government service on or after 01-07-2007 as well as to those employees to whom it was ceased to be admissible under the existing conditions.

House Rent allowance:
House rent allowance shall be admissible with reference to the revised Basic pay scales ,2007 subject to the existing conditions.
 Medical allowance:
Medical allowance shall be admissible @ 425/- pm to the existing conditions
 Conveyance allowance:
a)      Conveyance allowance shall be admissible on revised rates as follows:

Conveyance allowance @ Rs. 1240/- per month shall also be admissible to those BSP-21 & 22 officers who are not sanctioned official vehicle.

Move Over:

(i)                  The existing provision regulating the concession of move-over without promotion to the next higher pay scale of employees in revised pay scale 1 (B-1) to revised National pay scale 16(B-16) shall to be applicable in this scheme.
(ii)                The existing concession o move-over of employees from revised pay scale16(BS-16) to revised pay scale 17(B-17) and revised pay scale 18(B-18) shall be extended up to B-20 and regulated as under:
a)      the existing conditions of the period of stay of three years at the maximum of pay scales B-16 and B-17 in the case of non-technical and non-professional categories shall continue to be applicable.
b)      Move-over shall be allowed in cases where an employee, who is otherwise considered, fit for promotion to higher post, cannot be promoted for want of a vacancy.
